Advertisement:
The Transpower New Zealand website (www.transpower.co.nz) displayed
a live data comparison for power systems.

The Chair ruled there were no grounds for the complaint to proceed.

Complainant,
B. Harding, said: I wish to make a formal Complaint about Transpower NZ
Ltd Advertising both within Online and Hardcopy Media Copy to inform that they have
available information, that can be scrutineered for Comparative studies, and be Actionable
on the Basis of Current Total Generation (MW) between Wind generation and Hydro
generation.
This is an "IMPLIED FALSE" ADVERTISING COMPLAINT.
This Comparative Information is Misleading and Deceptive, that has Impaired the Public
Confidence whom assume and believe that as it comes from a Government Controlled
Agency that it MUST BE RIGHT.

All Wind Generation can only Operate in an ASYNCHRONOUS MODE OF OPERATION.
Al these NZ Hydro's Operate in a SYNCHRONOUS MODE OF OPERATION.

ASYNCHRONOUS forms are illegal, and operate at 100 Plus Cycles per second.
SYNCHRONOUS forms are Legal, and operate at exactly 50 Cycles per second.

Because their OUTPUT PRODUCTS are DIFFERENT THEY SHOULD NOT BE SEEN OR
BE CONSIDERED ON THE SAME GRAPHICAL FORMAT MEDIUM.

Therefore I believe that the Universally available Transpower NZ Ltd Power System Live
Data Comparison should cease.

Transpower NZ Ltd could be allowed to Differentiate these Unethical Differences.

By only referencing all Associated HYDRO (Synchronous Legal) MW.
And all Associated WINDFARM (Asynchronous Illegal) MW.

This then would give a Truer Evaluated Comparison for General Public Consumption.
I believe that the NZ and Affiliates of the ADVERTISING STANDARDS AUTHORITY (ASA)
Organisation should show a sense of Social Ethical Responsibility to the Electrical
Consumers and their Societies to Censure all of the Worlds Power Systems Controllers to
Withdraw all Advertising Past and Future Referencing Between Hydro Synchronous
Generation and Wind Asynchronous Generation.

The relevant provisions were Code of Ethics - Basic Principle 4, Rule 2.

The Chair noted the concerns of the Complainant, however she said that Transpower NZ
Ltd's public accessed power systems live data was not an advertisement for the purposes of
the Advertising Codes of Practice.

The Chair noted the ASA definition of an advertisement, which said:

"Advertising and advertisement(s)" are any message, the content of which is
controlled directly or indirectly by the advertiser, expressed in any language and
communicated in any medium with the intent to influence the choice, opinion or
behaviour of those to whom it is addressed.

The Chair said the item before her provided different tables on power systems and she did
not consider it met the above definition. The Chair noted that Transpower stated on its
website http://www.transpower.co.nz that its role was "to build, operate and maintain the grid.
Transpower does not generate, own or sell electricity." The Chair said the item recorded
statistical information and was not an advertisement.

The Chair ruled the Complaints Board did not have jurisdiction to consider the complaint.
